What does it cost to build and run an agent?
Two different bills, depending on where the agent ends up. Agents that stay inside Microsoft 365 are covered by a Microsoft 365 Copilot license. Publishing an agent outside Microsoft 365 puts you on Copilot Studio, which is licensed tenant-wide on credits rather than per seat.

Microsoft 365 Copilot includes agent-building capabilities for use within your organization. To publish or share agents to outside channels, choose a standalone Copilot Studio plan.
One more line item before you budget: an Azure subscription is required to use agents. What the agents actually do is on AI agents. How Copilot behaves inside the apps is on Microsoft 365 Copilot.
How are Copilot Credits consumed?
By use, not by seat. Every action or response an agent completes draws down credits. How many depends on the specific usage, so an agent’s monthly cost tracks its traffic rather than your headcount.

What to hold in mind when you size it
Credits are why two tenants on identical licenses can land on very different invoices. Count the agents you expect to run and how often they fire before you pick a purchase route.
Which Copilot Studio purchase route fits your organization?
Same product three ways. What changes is when you pay for the credits. Microsoft frames the pre-purchase plan for buyers who want to fix the credit amount up front. The meter is for anyone still learning what their usage looks like.

True whichever route you take
If every agent you have in mind lives inside Microsoft 365, none of this applies. Start from the plans above. The underlying subscription is priced on Microsoft 365 business plans and pricing. Copilot Chat covers what users get without a Copilot license. Ask for a quote to have the licenses and the credit capacity costed together.
A separate $200.00 figure worth not confusing with the capacity pack: a free Azure account comes with a $200.00 credit to create agents or use in other Azure services.

Copilot Studio that’s included with Microsoft 365 Copilot lets the licensed users build and use internal agents within Microsoft 365 using the Copilot Chat and Standard harness at no additional cost.
The standalone Copilot Studio license offers additional flexibility—you can create agents using the GitHub Copilot harness and publish to external channels (like websites, apps, and social platforms), non-licensed users can use the agent, and you can choose from different pricing options.
Are there any product differences between the Copilot Credit capacity packs and the pay-as-you-go meter?
There are no in-product features or capability differences between the Copilot Credit pack and the pay-as-you-go meter. The only difference is the way a customer pays for the service. With Copilot Credit packs, a customer pays up front ($200.00 /pack/month for 25,000 Copilot Credits). The pay-as-you-go meter requires no up-front license commitment and allows customers to pay only for the Copilot Credit capacity they use at the end of the billing period.
How do I set up a pay-as-you-go meter for Copilot Studio?
In order to set up pay-as-you-go billing for an environment, you first need an active Azure subscription that you can link to that environment.
What is Microsoft 365 Copilot Agent Builder?
Microsoft 365 Copilot Agent Builder is an in-context experience inside Microsoft 365 Copilot that allows you to quickly build lightweight AI agents without leaving your daily workflow. It’s designed for business users and small teams who need fast, simple agent-building solutions.
Can an Agent Builder agent use a SharePoint list as a knowledge source?
Yes, one list per agent, capped at 20,000 items.
Microsoft’s wording: Agent Builder now supports using a SharePoint list as a knowledge source for agents in Microsoft 365 Copilot. Makers can ground an agent in structured list data so users can ask questions and get responses based on information stored in a selected SharePoint list. For this release, each agent can reference one SharePoint list with up to 20,000 items, alongside other knowledge source types. Support for list attachments and lookup columns is not yet available.
So two limits to plan around before anyone promises a list-backed agent: one list per agent, 20,000 items. Attachments plus lookup columns are the gap Microsoft flags.

Can an agent built in Agent Builder be moved into Copilot Studio?
Yes. Microsoft calls it copying an agent from Agent Builder to Copilot Studio.
Microsoft’s wording: Users can now open agents created in Agent Builder in the Copilot Studio authoring experience. Previously, agents created in Agent Builder experience were limited in capability. Authors can now move agents into Copilot Studio to access advanced features and publishing options.
Microsoft names the business impact as more capable agents with governance controls such as Data Loss Prevention. The part that lands on a bill is where the agent publishes afterwards. Inside Microsoft 365 a Copilot license covers it. External channels need a standalone Copilot Studio plan, priced on credits: see what it costs to build and run an agent.
